A couple days ago I was playing a course with a double green(no not saint andrew`s). My buddy missed a double green over to the part of the other hole and had a long chip. He chunked his chip and the ball rolled into the other hole on the double green. What is the ruling in this situation? (What he did was count it as if he holed it into the right hole)

If you find your ball on a green other than the hole you're playing (even if it normally would be your hole) you would take free relief off the green no closer to real hole.

I assume it is the same rule for greens under repair etc like the case you mention.

A second hole on a (double) green is considered a 'hole made by a greenkeeper' and thus automatically is GUR. Thus a free drop is the right ruling,

The NPoR most likely is on the other side of the green since you can't drop on the green and you're not allowed to drop it nearer to the hole.

You must not have accepted your friend's decision that he holed it, right? Thus he didn't hoke out and should have been DQ'd. If you agreed with his decision, that would have been reason to DQ you too based on rule 1-3 (agreement to waive rule).

You may get a free drop off of the wrong green, but that doesn't stop me from trying to sink the putt first!

(I dunno...is that even legal?)

The ball was holed in the other hole if I read it correctly. That is the basis for the free drop. If it just is on the 'wrong' half of the doublegreen you won't get relief since you cannot always determine if you actually are on 'the other half'.
