Who should it be?

Luke Donald? (No. 1)
Keegan Bradley? (PGA champ)
Bill Haas? (Fedex Cup)

anybody else?

I would probably drop Bill Haas because he won just once and the Fedex Cup means little in my book.

Luke Donald is Player of the Year on a worldwide basis. However, much of his success has been outside the USA. It is hard to award him the Tour Player of the Year.

Tour Player of the Year is Keegan Bradley. "Top 10's" and consistency are great but to paraphrase the late Al Davis, in order to win POY on Tour you have to just win baby (and preferably a Major).
