Why do golf balls have Japan Use Only bar codes?

I've never seen one, but I would assume that it's because the governing body for golf in Japan has a different conformance specs than the standards set by the USGA/R&A for equipment.

You can find all kinds of "non-conforming" clubs that are made specifically for/in Japan.
