Here's an interesting quiz-question: what is the shortest match that can be played without either one of the parties giving the match and neither is disqualified? Without thinking about it, one would most probably say: a match that ends in 10 & 8, but that is not the shortest...

Assuming a "standard" number of holes, it would be 5 and 4, in a 9 hole match.

We are playing according to the RoG, thus a match is played in 18 holes.
I get to 13 and 11:
If A and B arrive on hole 7 and A has won all holes so far, he would be 6 up. There they find out that:
B plays with two caddies = 2 holes penalty (rule 6-4) => A is 8 up
B carries more than 14 clubs = 2 holes penalty (rule 4-4) => A is 10 up
B carries a non-conforming club = 2 holes penalty (rule 4-1) => A is 12 up
B moves a teemarker of the 7th teebox and thus looses hole 7 (rule 11-2 /13-2) => A is 13 up and wins 13 & 11.

12 and 7? After 2 holes the match ends?
A wins holes 1 and 2 => 2 up
B gets penalized 2 holes for 2 caddies, 4 up
B gets penalized 2 holes for > 14 clubs, 6 up
B gets penalized 2 holes for non-conforming club, 8 up 7 to go is 8 & 7, not 12 & 7.
Where do you get the extra 4 holes penalty from?

Ah, that's what you meant by COC. Yeah, it is possible to get shorter matches from those, but only if there are COC rules in operation. Nice find!

Try this one.
In a match one player is standing on the tee not having hit a ball but is now 7 down. How can that be?
No concessions, Local Rules or CoCs are involved.

Euhm, let's see. Still matchplay, single (no foresome).
1) Player is late on the tee, thus hole 1 goes to opponent. 1 hole down
2) Second hole, player moves the teemarker and looses the hole. 2 down.
3) Than they find out player has 15 clubs in his bag => 4 down
4) and they find he carries a non-conforming club => 6 down
5) Third hole, opponent hits a HIO. Not being able to focus anymore, our player hits an airshot. Looses hole => 7 down
And that's without caddies involved!

I think JEV has hit on the right formula. In order for most of the penalties to apply, one has to move past the first tee. Arriving late loses the first hole and the match proceeds to the 2nd tee where all the trouble starts.
The poor guy/gal should have stayed in bed. Then again, what a comeback to win after being down by 7 without hitting a ball.
