Is there a way oob administrators can set it up to where all scores are displayed on the courses that have not been rated by the USGA? For example: Adams County Country Club has not been rated by the USGA; and even though many scores have been entered for this course, those scores are not being displayed on the scores page since there is no rating information on this course.

Have the CC contact the USGA and have them rate the course. If they begin allowing non-rated course scores to be entered, it will throw off the handicap index for anyone entering a score on a non-rated course.
The reason for slope and rating is so all are on an even playing field.

I think they get some money some way, I think they usually require the course to join a stat assocation to get the rating.

I do think that it makes sense to have a score leaderboard for courses like this, that is contained to that course only. So it won't effect other leaderboards based on official USGA ratings.
