tapping tee ball in warm up swing...penalty?

A player had teed up a ball, and in the act of taking a practice swing, he made contact with the ball on the tee, knocking it off the tee. Can he re-tee the ball without penalty? Or is he assessed a penalty?

If it was a "practice swing", he will be able to re-tee without penalty. The ball was not in play at that time, and he did not make an intentional effort to hit the ball, therefore, he did not take a "stroke".

FYI: Rules cited: Decision 18-2a/19 -Ball on tee moved accidently with practice swing: on striking the ball off the tee accidently with a practice stroke there is no penalty because the player is not deemed to have made a "stroke" and the ball was not "in play". This is on the TEE, however 18-2a/20 states: Ball in play moved accidently by practice swing: This is anywhere after the tee ball has been hit (fairway, etc through next tee box). If a player makes a practice swing and accidently moves his ball in play with his club, he has not made a stroke because he had no intention of moving the ball. However, he does incur a 1 stroke penalty under rule 18-2a for moving his ball in play, and the ball must be replaced.
