as a 17.4 handicapper I thought anything over 7 was unuseable towards your score.

well...for score reporting purposes....

according to the USGA Equitable Stroke Control

9 or less Double Bogey
10 through 19 7
20 through 29 8
30 through 39 9
40 or more 10

I figured out after your reply. I am a 17.4 however on this course I played Monday my handicap is pushed to 22 because of course rating and this explains why my two 9's only reduced to 8's.
