I'm not exactly sure about what you are trying to ask here. But from what you describe further down, you want to declare a ball unplayable in a water hazard. That, however, is not possible. See rule 28:

"The player may deem his ball unplayable at any place on the course, except when the ball is in a water hazard.".

Thus, the rule for an unplayable ball does not apply. Dropping from a LWH/WH situation is described in rule 26. There it specifically says you must drop outside the water hazard.
