I added some Mexico and Canadian courses by clicking on "COURSES", The dropdown menu has an option "UPDATE COURSES" clicking on that brings you to the page that has a green cross next to "ADD A COURSE" I just used the information from the scorecard. It must have been ok because other golfers have entered scores on some of these courses.

o up to the "Course tab" and then in the drop-down box, click on "Couse Finder". Countries all over the world are listed.

I am in Australia and we are about to adopt the USGA course rating and handicapping systems - as yet though very few courses have a USGA scratch rating or a slope rating...
As the course I play was already on OOBgolf, I have confirmed and updated the course rating and handicap indexes for my home course onto oobgolf as it is on the scorecard - and set the slope rating at 113 (the middle rating) as there is no official slope for that course yet... I hope I have been right... I hope that helps...
