I'm sure this has been discussed somewhere here at some point, but I must have missed it. It's a fairly elementary question of which I should probably already know the answer, but I don't. When entering our "official" scores with the USGA (not OOB scores), who decides when we are "In Season" and "Out of Season?" I know it is different for each state, but who sets the dates? The USGA, the state golf association, the course, or can we decide ourselves when we feel the playing conditions are realistic for an official round?

birdieXris gave us this link a bit ago:

In Michigan, the USGA authorized association, Golf Association of Michigan, sets the date. I suspect that each state's authorized association makes the call. The date they select is not dependent on the weather. They just set a date based on when the weather typically is okay. I have, however, played in snow during the "active season" as well as 80 degree sunny weather during the "inactive" season.

The handicap season in Minnesota runs from April 1 to October 31...although if you play out of state over the winter they want you to post those scores, as well. Dates are set by the Minnesota Golf Association.
