Since this isn't an official handicap system, oobgolf shouldn't use strict measurements for courses not indexed at USGA.org. I added the course Twin Willows Par 3 Golf Course in Lincoln Park, NJ, a 9 hole, which has a course rating of 43. It is not in the index. I was prohibited from adding this to the course description as the course rating cap here is 40.

I think this is a bug rather than a improvement but hey.
